SPECIAL CONTAINMENT PROCEDURES
Three psychic agents are to be housed in facilities close to Area-34's sewage system to pick up and record messages broadcast by SCP-XXXX. Area-34's security team is to regularly enter the sewage system and attempt to capture SCP-XXXX.
DESCRIPTION
SCP-XXXX refers to a population of anomalous rodent (Foundationai awdeous) found within Area-34's sewage system. SCP-XXXX vaguely resembles the Dasyprocta punctata.Central American Agouti although it only reaches a height of 16cm. SCP-XXXX's population is currently believed to be around 500.
SCP-XXXX instances are highly intelligent and are capable of communication via telepathy. However, SCP-XXXX instances are incapable of directing their telepathic messages, resulting in it being broadcasted in a general manner. While SCP-XXXX messages are meant to be understood only by other SCP-XXXX instances, potent human psychics are capable of deciphering them. The broadcasting of these messages has also been shown to drain the psionic energy of non-instances, but the drain is negligible enough to not be noticable.
SCP-XXXX was first discovered in August of 2022, when Agent Jacques Durham, a psychic employed by the Foundation's Department of Anomalous Weapons Development, picked up a message sent by SCP-XXXX. As AWD had recently been conducting separate weaponization projects with psionic material and fetuses of Dasyprocta punctata, SCP-XXXX is believed to be a result of cross-contamination when the two projects were disposed of.
SCP-XXXX has proven incredibly difficult to capture, evading most attempts at containment. Instances that are successfully contained invariably end up escaping, usually with aid from other instances.

DISCOVERY
On November 16th, 2023, for Area-34's monthly "Local Cuisine" dining night, an excess amount of olla de carne was made. As a result, a large quantity of it was accidentally dumped into Area-34's sewage system. Soon after, one of the psychic agents tasked with monitoring SCP-XXXX picked up the following message:
Look, my children! I had told you of what sweet rewards we might get from our service and look at what the Lord has given us! Bask in the glory of this holy stew that has come down from the heavens above!
Does this mean…
Yes, my child! Your sacrifices, they were worthwhile! Your first-born child, my sweet Julio, was sacrificed for a good cause. We sent him upwards to the good Lord's paradise and in return, he has given us this most wholesome of stews. Come, let us not waste this blessing from the Lord. We have much to discuss later.
Following this, an SCP-XXXX instance was captured and interviewed by Dr. Akabi Hayk.

Dr. Akabi Hayk: Hey, it's okay, don't be scared. You're safe.
SCP-XXXX-023: Who are you two?! Why have you captured me?
Dr. Hayk: I'm Akabi, and this is Jacques. We just want to ask you some questions.
SCP-XXXX-023: I have a daughter! She can't survive without me!
Dr. Hayk: I promise we'll return you to her once we're done here. Right, Jacques?
[Agent Durham nods.]
SCP-XXXX-023: Okay…
Dr. Hayk: Now, our questions. A couple of weeks ago, we picked up on a message from one of yours. Something about the Lord and someone named Julio?
SCP-XXXX-023: Ah, you overheard Father Edwin…
Dr. Hayk: Father Edwin? Is he… your leader?
SCP-XXXX-023: Yes, and a good one at that. We have been starving in our stinkhalls — food is scarce there, and we're told to never leave it for long — and Father Edwin emerged from his dwellings one day raving about the heavens and a Lord. We all thought he was mad, but…
Dr. Hayk: But?
SCP-XXXX-023: Angela, she believed him. She had so much faith in him, that when he asked her to sacrifice her own son for food, she did it. We were all ready to burn them at the stake, but then…
Dr. Hayk: Food. Food fell out of the sky?
SCP-XXXX-023: Yes, yes! Oh, it was the most beautiful thing. The most delicious meats and greens I've ever had. We had a grand feast, filled our bellies to the bursting, and celebrated Father Edwin. To think, we were about to kill him!
Dr. Hayk: Oh, wow. It's been a bit since then, though? How is food now?
SCP-XXXX-023: …I admit, the outlook is not good. We still have food from Julio's sacrifice, but I fear it will run dry soon.
Dr. Hayk: I see. Well, thank you for answering my questions.

Dr. Hayk and Agent Durham left the room to discuss the interview with Area-34's Head of Containment. By the time they returned, SCP-XXXX-023 was missing, with paw prints leading out of the interview room. Security footage shows a group of SCP-XXXX instances emerging from a ventilation system and releasing SCP-XXXX-023.

Dr. Akabi Hayk: Right. As I'm sure you all know, about a month ago one of our psychic agents picked up on a weird message from SCP-XXXX.
Dr. Sanaa El-Badri: [groan] Ugh, they're a pain in my ass.
Dr. Andrés Molina: [chuckle] Tell me about it.
Dr. Hayk: Well, a security detail was finally able to capture an instance so we could question it and well… it appears they're forming a cult down there?
Dr. Everest: Wait, I'm sorry. We have psychic rats in our sewers?
Dr. Cassidy Clare: Yeah. We've known this for a bit.
Dr. Everest: Right, sorry. I've been busy with this mech business. Carry on.
Dr. Hayk: The cult formed from a lack of food, and they believe that sacrificing their young will result in whatever deity they believe in blessing them with food.
Dr. Hayk: Obviously, this is a very bad situation. I propose we offer them some aid. We have the space for them. We relocate them from the sewers to biocontainment, make sure that they're well-fed.
Dr. El-Badri: I'd like to see you try to relocate them. Every team I've sent down there has failed to capture them, and the few times we did manage to get one, they've escaped.
Dr. Everest: …these rats, exactly how strong are their psionics?
Dr. Hayk: I— well, we believe they got their abilities from the telematerials we acquired from that Chaos Insurgency raid a while back. So, I guess they would have pretty strong psionics?
Senior Engineer Fidel Chavez: Indeed, whatever those Insurgents were making was some potent stuff. The rats are untrained, so they appear weak, but with some work they could be pretty strong.
Dr. Everest: I like the sound of that! Counter-proposal. We weaponize them.
Dr. Hayk: Wait, I don't think—.
Dr. Everest: We've been having issues supplying enough psychics for AWD and throughout the Foundation in general. But rats, they multiply like crazy. We can say goodbye to the issue like that. All in favor?
Drs. Clare, Chavez, El-Badri, Molina: Yea.
Dr. Everest: And all against?
Drs. Hayk, Saiko: Nay.
Dr. Everest: Great, motion passed. Fidel, Sanaa, I'll trust you to get the Project in motion. Now, what's next?

Following the monthly meeting, Engineer Deacon Ramseur was assigned the task of weaponizing SCP-XXXX. Area-34's security team was outfitted with gear from AMTF Io-27 ("Big Sticks") to aid in the capture of SCP-XXXX instances.

Potential Use Cases:
- [UNUSABLE] - Species has potential of powerful psionics. Training Species as agents for the Foundation could prove feasible. Reason: Species has proven resistant to training, and difficulties in capturing has hindered training attempts.
- [UNUSABLE] - Species could be used as "psionic grenades." Psychic agents can "overcharge" Species with psionic energy, resulting in a explosion of psionic energy. Reason: The resulting psionic explosion is drastically weaker than other attacks conducted by psychic agents, and the resulting damage to Species renders them unusable.
- [CLEARED] - The broadcasting of Species telepathic messages has a mild draining effect on agents that receive it. While harmless, an amplification of this effect could prove debilitating or fatal.
Notes on Weapon-XXXX-3:
The required components are:
SCP-XXXX instances will have Amplifiers surgically attached to their spines, with the Control Apparatus installed on their heads. The hope is to be able to remotely maneuver them to a target psychic, and use their broadcasting "leak" to temporarily disable the target.

INCIDENT
Weaponization of SCP-XXXX was delayed by difficulties in capturing an instance. However, two instances were successfully captured by Area-34's team on December 13th, 2023. Both instances were outfitted with the Foundation Control Apparatus, with one instance undergoing the surgery to incorporate the McKenzie Psionic Amplifier.

Engineer Deacon Ramseur: This is Engineer Ramseur, AWD, Area-34. Recording the first testing of Weapon-XXXX-3. We captured a pair of the rats, outfitted both with the control apparatus, and implanted one of them with the amplifier.
[Junior Engineer Jay Rose comes into frame, carrying the cages containing both SCP-XXXX instances. He sets them both on the table. One of the rats, designated SCP-XXXX-041, is noticeably sluggish and has a hump in its back from the amplifier.]
Engineer Ramseur: Subject 041 shows no signs of rejecting the implant, though movement seems somewhat impaired. Beginning remote control test now. Rose, engage the transmitter and activate the amplifier.
Junior Engineer Rose: Copy.
[SCP-XXXX-041 twitches, then suddenly begins convulsing and screeching violently. Its body stiffens as psionic energy visibily arcs through the air around it. SCP-XXXX-042 screeches in its cage, backing up as far as possible. Psychic agents monitoring from observation rooms report sudden intense headaches and nausea.]
SCP-XXXX-042: El Diablo! Father warned us of the beast!
Engineer Ramseur: Cut it! Cut the signal!
[The lights in the room flicker as the psionic energy emitting from SCP-XXXX-041 converges into the psionic imprint of a large rodent. The imprint lunges at Junior Engineer Rose, pinning them to the ground as it attacks their neck. Engineer Ramseur scrambles to the door, in the process knocking both cages to the ground.]
[Engineer Ramseur opens the door and runs out, two security guards running in. They both fire on SCP-XXXX-041, who bursts in a psionic pulse. One psychic agent passes out, nose bleeding.]

Following an investigation, the cause of the malfunction was traced to the McKenzie Psionic Amplifier. Due to budget cuts in AWD, the device's circuit breaker was not properly tested, leading to an overload of psionic energy. SCP-XXXX-041 was also found to had escaped. Further development of Weapon-XXXX-3 was halted.
